Chop cilantro finely. Put cilantro, pork, cheese, salt and pepper in a bowl and mix well.
Combine all the ingredients of the dipping sauce, and set aside.
Take a Wonton skin and put a heaping teaspoon of the meat mixture in the middle of the skin. Wet the edges of the skin, fold corner to corner to make a triangle, and pinch the edges together. Repeat to make 12 wontons total.
Heat oil to 350F (170C), and deep-fry Wontons for 2-3 minutes until golden brown, turning a couple of times.
Serve immediately with the dipping sauce.
